Slightly oversized top - sized down

I'm almost 5'4 and I wear between a 2 and 4 normally - typically a 4 in jeans and shorts at Gap- a 2 at Old Navy, and I ordered this top and matching shorts in a size small, because I wanted the set to be comfortable and not too short. The shorts are perfect. I could've worn the XS in the shorts, but they would have been shorter and not the look k was going for. I needed to return the size small top and exchange it for an CS - there was a gap under my arms that didn't look right. I was SWIMMING in the top. Just a tip for anyone else that is not large busted (I'm average busted.) I do think the top runs quite large.
