Way too small in the bust

I'm an average size person up top and it was very tight , had to send it back.

Weight 150–160 lbs

I am 36D and fit in most medium size dresses..however this dress is very small at the top the part with the ribbons was all opened lol I am not even sure the large would fit me.

I ordered the dress based on their size chart and it's way bigger than the size they said it would be! I debating on exchanging it for one size smaller or 2 sizes smaller. Keep this in mind so for sure size down.
